A popular construction company named Enegix Construction JV PMCC Ltd has lamented that it’s Rural Access and Agricultural Marketing Project (RAAMP) contract in Ebonyi State has been unlawfully interfered with by one Ms. Osagie Adewunmni, alleging fraud, diversion of funds, and threats to its staff.
At a press conference in Abuja sunday, the company said it was duly awarded the RAAMP contract and mobilized to site, where it carried out extensive works. These according to the company included full clearance of a 28-km road corridor, earthworks on 25 km, hydraulic structures across 14 km, and the start of concrete pavement and bridge works.
According to Enegix, a joint measurement exercise on 1 September 2025 valued completed work at ₦1.01 billion. The firm said it requested amortization of ₦566.7 million from its Advance Payment Guarantee on 11 September 2025 to fund further work, but the request was declined by the State Project Coordinator.
Enegix alleged that Ms. Osagie Adewunmi, who it said claimed ties to former President Olusegun Obasanjo, later secured a ₦1.5 billion loan in the company’s name through a Providus Bank account where she was made a co-signatory. The company said it later discovered she took control of the account and withheld its details. Enegix added that Chief Obasanjo has disowned Ms. Adewunmi in writing, and the company has cancelled its agreement with her, citing fraud and misrepresentation.
The company further alleged that Ms. Adewunmi, allegedly acting with Ebonyi State Commissioner for Rural Development Okpor Jude Chikadibia, accessed project sites without authorization and blocked Enegix staff from working. It said the Commissioner threatened its personnel, forcing a temporary withdrawal for safety.
Enegix also claimed that on 23 May 2026, its team was obstructed at the Ominyi site by touts allegedly acting under the direction of Hon. Mbam Obinna Goodluck, a member of the Ebonyi State House of Assembly. The company said equipment was vandalized and materials lost.
The company said it has petitioned the Ebonyi State Government, the RAAMP National Coordinator, the World Bank, Agence Française de Développement, and anti-corruption agencies but has received no intervention. It cited an interim payment certificate of ₦1.25 billion issued on 1 May 2026 and said it asked for payment into its Zenith Bank contract account, but alleged pressure was being applied to pay Ms. Adewunmi instead.
Enegix is calling on the EFCC, ICPC, Nigeria Police, and other security agencies to investigate. It also urged the World Bank and AFD to restrict disbursements to its recognized Zenith Bank account and asked the Ebonyi State Government to restore it to site and ensure staff safety.
The company said it remains the lawful contractor and has not transferred its rights to Ms. Adewunmi or any other party. It pledged to pursue all legal remedies available.
Efforts to reach Ms. Osagie Adewunmi, Commissioner Okpor Jude Chikadibia, and Hon. Mbam Obinna Goodluck for comment were unsuccessful as at press time. The Ebonyi State Government and RAAMP officials have not issued a public response to the allegations.
